This paper put the field of electrohydrodynamics on solid ground. Much worked has been done after Taylor. One of the pioneers of the field is former MIT professor of electrical engineering, James R. Melcher. His books with Woodson on Electromechanical Dynamics and his book on Continuum Electromechanics deserve careful study and attention. Both are unfortunately out of print (I don't think the library even has a copy of the latter).
